Finance Department The Finance Department is responsible for oversight of the budget process, managing the City's investments, city-wide financial accounting, the senior low income utility discount program, and utility billing. U.S. Passport Services are also available through this department. Office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday at Enumclaw City Hall. A drop-box is available in the City Hall parking lot off Myrtle Street for convenience in making utility payments, as well as online and automatic payments.
